Object Height Bug?

Operating System: Mac OS X 10.4 (Tiger)
Processor: Intel

I have a presentation and when I draw a new object (circle, square, star - whatever) and then try to re-size it, it snaps to a height of .38". I can adjust the length but no matter what I do the object snaps back to .38". Am I missing some setting somewhere or is this a bug in the EXTREMELY disappointing PPT 2008?

What happens if you go to View> Guides & clear the Snap to checks? You can
leave the Snap to turned on, however & use the Command key while dragging to
override the constraints or go to the Format> Shape - Size dialog to set
the precise dimensions there.
