Observation about leveling and summary tasks with resource assignments

I have observed that Project's leveling feature is almost completely
useless if any summary tasks have assigned resources. I kept getting
errors saying that Project could not resolve overallocations.
Sometimes the errors pointed to the fact that the summary and
subordinate tasks had resources assigned, but often the errors were
more generic.

Once I removed all resources from summary tasks, my project started
leveling much better.

Perfectly true and completely logical
Leveling works by delaying tasks
Summary tasks cannot be moved as such..

You should never, ever, assign resources to summary tasks. Your leveling
problems are the least of the problems that can cause.

well observed but this is not really any sort of revelation.
while you are at it, don't bother to link the summaries either.
no links, no resources, simple life.
