I cannot install Office XP on my second computer. How do
I get a license which will allow me do that?

What version of Office XP do you have? Full retail versions allow an
install to a desktop and a portable, used by the same person, but not
concurrently.

Students and Teachers Edition requires a new copy for each machine.

And OEMs are tied to the computer they were first installed on.
