Occasional Red X Instead of Photo in Signature When Replying in HT

Occasionally, I reply to an email with an HTML format, insert my signature,
and the URL and email are underlined just FINE, but my PHOTO is replaced with
a red x. I can manually go back and insert the photo, but that is a pain.
What can I do to ensure that when I am sending an HTML reply, the photo is
always included?

BTW, if I SEND an HTML email (that is, I am NOT replying to someone else's
email), the photo ALWAYS shows up. The problem comes in the Reply process.
I always check to ensure that I am replying with an HTML format. I do a
select all, then I pick Format, then HTML. Red X still shows up when I then
insert my signature, that was created in FrontPage 2000, v4.0.
