ODBC connections & Linked Table mgr issues

My place of business recently upgraded from 2000 to 2003 and I'm experiencing
some issues with ODBC connections and linked tables.

Specifically, I have a database in which I have several tables linked to an
OpenLink database (or, at least that's the ODBC client we're using). Since
the upgrade, I get an "ODBC connection failed" error whenever I try to open
them. However, I have no problem creating new links to the same
database/tables! IOW, the ODBC links appear to be working fine, they just
don't work for the tables already linked.

So I tried to open the linked table manager in order to refresh the links,
but it won't open. My office apparently uses the "install on demand" feature
in its image, so when I select "Linked Table Manager" for the first time in
an Access session, I get an "installation" dialog. After installation,
however, the LTM doesn't appear. If I reselect "LTM" from the menu, I get an
hourglass, after which the screen flashes briefly, and then the hourglass
disappears, but no LTM. If I then shutdown Access and restart it, I get the
same sequence of events (install, hourglass, reselect, hourglass, nothing).

I've also noticed that when I start any of the security wizards, I get the
first dialog and then the application will no longer respond to any entries.
I can move the mouse and click buttons, but nothing will happen. The only
way to exit is via the Task Manager.

Any of this sound remotely familiar?
