ODBC Failed, Cannot Access Form

I am trying to create an ODBC for a Microsoft Access XP
Database I am trying to work on. When I try and open the
Form I want to work on from the Switchboard, it gives me
an error "There was an error excecuting the command."
When I close the switchboard and go to the forms and try
and open, it gives me an error "ODBC -- Connection
Failed". What do I need to do in Administration to allow
me to work on this form in the database? Do I need to
create a new ODBC and test it?
