ODBC Link no System Data Source Tab

I have noticed recently that there is no System Data Source tab when
adding a link to an ODBC source. This is on Windows XP and 2003.

Does anybody know what update changed this functionality?

The dialog produced by the wizard has never had a "System Data Source" tab
(as far as I know). It just has a "Machine Data Source" tab that has both
User and System sources listed. There is a column that distinguishes
between them.

The dialog with separate tabs for User and System is the one you see in
Control Panel.

Thanks, I assumed that they were the same screen.
