odbc not showing in files of type trying to link or import

Running Office 2000 on a Windows 2003 terminal server. I
open Access, File, Get external Data, and under files of
type there is no ODBC listing. All the options for
office are installed. I'm logging into the terminal
server as administrator at it is not showing. I open
Excel and it will show any odbc sources I have created.
Anyone have this issue?
