ODBC to Access 2000 DB

We are trying to connect to an Access 2000 database that
has a "system" (or security file) located on Server #1
from Server #2. Both servers are running Windows 2000
Server SP5. We are trying to use the MS Access Driver
ODBC v4.00.6200.00.

When attempting such a connection, we ALWAYS get the
following error:
"[ODBC][Microsoft][ODBC Microsoft Access Driver] The
Microsoft Jet database engine cannot open the
file '(unknown)'. It is already opened exclusively by
another user, or you need permission to view its data."

When I take those exact same databases, and copy them from
Server #1 and put them on the same server (ie #2), and
configure and ODBC connection to them in an identical
manner, I can access both metadata and data without any
problems.

We were provided a "hot-fix" by MS based on KBase:

However, we don't believe this is the cause of our
problem. Does anyone else have any other suggestions as
to WHY this happens when trying to connect to an MS-Access
2000 DB across the LAN?
