OEM Install without OPK Tools CD

Probably not the right forum but there doesn't seem to be anyone over at the system builder site.
I have a single version of Office 2003 shipping to me.
I imagine I can do the setup.exe /q OEM=1 for the install.
Since this wasn't a 3 pack I don't have the OPK tools
disk.
Any tips for this single install
By the way, this was a single pack bought from a
Microsoft certified supplier (AMAX) Why wouldn't they
(MS) include the tools in an authorized single pack (with
hardware purchased)for System Builders?
Is it just the money for the 3 pack that's an issue?

How about the product code issue.
office11CD:\FILES\SETUP\setup.ini, under the [product] section, will that work on a single install?
