oem license question

Hi All,

I am a system builder. I have a customer interested in
Kubuntu and Code Weavers' Cross Over Linux. He intends
to run Office Basic on Cross Over.

Now, I know I can sell him Office Basic OEM with a new
system. But, can I sell Basic OEM to him when his
new system does not also include a copy of Windows?
