has provided OEM medialess license kit. Is it Ok to install it on old
machines and will this license be valid for End users.

I suggest you read carefully the terms of the OEM license ...

OEM Licenses license the PC, NOT the Users. Any user can use the PC with
the license on it. The down side is, when you replace the PC with a new
one, you HAVE to buy another license for the replacement PC. The OEM
license is NOT transferable.
