OEM Office XP won't allow us to Activate

We have a computer that has the OEM Office XP installed
on it. The user never activated it, so it timed out and
went into Reduced Functionality Mode. It warns him that
he needs to activate, but isn't providing a way to do
so..no option for Internet or Phone activation.

This sounds broken to me. Removing and reinstalling
didn't work, per our user...I haven't seen it myself,
it's at another site. Any ideas of what the problem
might be? I had him delete Data.dat, but it just came
back and had the same results.

Under Help, there should be the option to Activate the software.
