I went to the local computer store and asked for Office
2003 software. What I ended up with was and OEM Office
XP SBE 2002. Now that I have loaded and registered it I
am told I can't return it cuz it can't be sold to anyone
else. So, I am stuck with a program I didn't want and an
OEM to boot. Is this correct, that it can't be returned
or resold?

This is correct, once you've installed it on, Microsoft doesn't allow others
to use it on their computer.

From what you posted your local computer store sold your an OEM version of
Office 2002 without the required qualifying hardware.

If so, and if your live in US, I suggest that you contact your State
Attorney General Consumer Protection Division.
