OFC 2000 Prof/XP Prof Can not open Outlook

I have replaced defective HD (warranty) on 3 month old
Dell, am reinstalling Outlook 2000 Pro on Office XP
Professional. After MS Office 2000 Pro was installed I
tried to configure the outlook email client. It seemed to
go well until I attempted to open Outlook when it stated
something to the extent "you need admin privliges to
configure some types of software on this computer". Log
back in and try again! I only have one user/account on
this and it is an admin. I also have reinstalled MS Office
2000 Pro twice. All other MS Office programs work
perfectly. Outlook express works, but I would like to use
Outlook for the 3 users here. Can someone please give me
some advice ? ...thank you.
