Office 03 Error 1404 Setup cannot delete registry key\software\cla

I am trying to install Office 2003 on XP Professional SP2 and SP3 but I get
this error, "Error 1404 Setup cannot delete registry key\software\classes..."

Any help that can be provided would be greatly appreciated.
