Office 08 automatic formating of phones entered

Using xp and Office 2008 (all updates)...

1) In office 2003, if I entered a telephone number, if I entered a
3175551212 phone number, it would automatically format it to (317) 555-1212
when I tabbed off, but in 08 it does nothing. How do I fix this?

2) I tried to set Internet Email Settings, More Settings, Connection Tab,
radio button
connect using my phone, there is nothing in the drop down box, so I click
Add (basically to add how phone numbers are dialed from my location, thinking
it might be connected to question 1 above) and I get the following:
Cannot load the Remote Access Connection Manager service. Error 711: A
configuration error on this computer is preventing this connection. For
further assistance, click More Info or search Help and Support Center for
this error number.
I try to start that service, but it fails because of dependencies. I
checked the dependences tab, and then check each of them, and they are
running.
Any ideas?

I believe both of these items are managed by Outlook and not BCM. If
you don't get an answer here, try microsoft.public.outlook.
