Office 2000 Group Policy

I would like to use Windows 2000 Group Policy to install
Office 2000, and Service pack 4.

The desktop PCs are running Windows 2000 NTFS, and the
users do not have Admin rights to install Software.

Do I need to set permissions some where, so the software
can install on the User PCs?

Any help greatly appreciated?
