Office 2000 hangs on install

I've had to reinstall Office 2000 after a new HDD. The first disk loads OK
ie, Outlook, Powerpoint, Excel and Word. But when I try to load second disk
that has Publisher and Access, it only partially loads, (second disk), and
then hangs. I'm running Win98 SE. Every other program is operating perfectly
as well as 1st Office disk programs ie, Outlook, Powerpoint, Excel and Word.
