Office 2000 Install On XP

I want to install Office 2000 on Windows XP and give
additional users the capability to use office. Right now,
only the person who has administrator priviliges AND
installed Office 2000 can use Office without getting
prompted for the installation disk. Other users can blow
past the prompt by pressing Cancel and use Office, but
what a pain.

Was I suppose to use an administrative intall?
