Office 2000 install

When Win2k images, with Office 2000 installed, are
deployed all new users are prompted to "install" Word or
Outlook when they access it for the first time. How do I
install Office on these images so that new users are not
prompted to "complete" the install for their profile.
These images are sysprepped.
