Office 2000 - my "send, reply" bar has disappeared - where is it?

I have an older computer w/ Office 2000. When trying to send or reply to an
e-mail the "send , reply, reply to all" bar in Outlook is not there so I
can't send any e-mail. How do I fix this. In easy computer language please -
I'm not an expert.
