Office 2000 Pro Install Error

We have purchased 2 new Dell computers and both systems are fully updated with all the Crital Updates and Windows 2000 updates. When I try install Office 2000 Pro we get this error.

" Windows files must be installed for your installation to proceed.

" Insert your Service Pack 4 CD now.

I look at you Knowledge Base Article - 314812 and Article - 324500 and found that this did not help

Any help that you can offer would be greatly appreciated
