office 2000 pro install

Just re-installed MS Office 2000 professional. Shortcuts
work fine when I'm logged in as Administrator but clicking
on the same shortcut icons from the user profile starts
Windows Installer instead of the Office program? How can
I disable Installer from starting every time I click on a
shortcut icon? Any help would be sincerely appreciated.
