Office 2000 Pro: Updates won't work

I have Office 2000 Pro working under Windows 2000.
I get the screen that says "Do you see IE's Info Bar displayed as shown?" I
never do, therefore I'm never able to install the ActiveX Control. I go to
the "If not, ..."
screen, I do all the suggestions, and I still never see the Info Bar and can
never install the ActiveX Control.
How can I update my Office 2000 Pro?

This is one solution:

1. Find the file opuc.dll on your machine.
2. Check the date on the file. If it's old (2003 or 2004), get a newer copy
of the file (2005 at least) and copy it over the existing one on your machine.
3. If your machine doesn't have this file at all, get a copy from another
machine (check the date) and copy it to your machine (C:\WINNT\opuc.dll). The
go to RUN and run regsvr32 opuc.dll.
4. Office 2000 will now update from the website.
