Office 2000 Shortbar

Why cant I open my short bar from another desktop setting?
I keep getting and error message " that the application is
not installed and I need to install from the original
place where it was installed ie another desk top setting,
why? its still on the same computer so why cant I open it

You don't mention what operating system you're using, but this article may
