office 2000 shortcut bar forgets 'not on top'

I have been using the office 2000 shortcut bar for years
and recently updated to xp home. I know this has been
hapening for some time but since xp.... it is very
annoying to use the shortcut bar. The toolbar either
forgets its setting for "on top" or "auto hide" and if I
right click and clear the autohide checkmark and re-set
it... it works for a short time. Is there a fix for this
behavior??
