Office 2000 sp-3 not recognized when I update to 2003!

I've installed Office 2000-sp3 and want to update to Office 2003 and Access
2003. I keep getting an error message saying I haven't updated to SP-3. Is
there a workaround?

I'm not sure I understand. You want to upgrade to Office 2003? Do you own
an Office 2003 upgrade CD or are you trying to download something?

It shouldn't care whether or not you are at SP-3 version of Office 2000 or
not; it should only care that you have a legally obtained Office 2000
installation.

What exactly is the error, and at what point in the upgrade installation
does it occur?

You upgrade first by installing SP-3 for your Windows 2000. See:
