office 2000 sp fails to install

trying to install sp on office 2000 install on win 98 computer. the install
failed with the following error:

Error 1904. Module
C;\WINDOWS\SYSTEM\ODBCCONF.DLL failed to
register. HRESULT -2147023739. Contact your
support personnel.

PLease tell me what i broke and if there is anything short of a hammer that
will fix this thing. : ) tia
