Office 2000 Sp3 wont install in Windows 98

I have installed Sp 1 and Sp 2 the file asks me for the cd which i have and
continues to install and gets right to the end and then says " instilation
unsucessfull " and no further information is displayed. as i am on a dial
up connection i really do not wish to download the full admin pack. any help
would be much apprerciated
