Office 2000 SR-3 Update

Has anyone figured out what the problem is with the
W2k/Office SR-3 update is? I've used the 'Update' system;
I've downloaded the 'Administrative' ('full') version and
the installation continues to fail (just quits).

Now it says it can't access 'WW9INTL.DLL', but the file is
in the ~Microsoft Office\Office\1033 folder and on the
Office (2k) installation disk1. Anybody have a suggestion?
