Office 2000 toolbar icon Question Marks

On my new PC running Windows XP Professional, I installed
my Office 2000 Professional. All programs loaded and work
fine, but the OFFICE Shortcut Toolbar shows all icons ans
Question Marks ? and the icons do not function. I tried
reinstalling, I tried Fix and Repair. The only software
loaded is Norton AV 2003, Office 2000, Frontpage 2000.
Any ideas?

Right click on toolbar, try Refresh Icons
Or Customise, finally desktop shortcuts can be dragged onto toolbar
