Office 2000 toolbar

My office 2000 toolbar no longer works.

If I select any application I get a message stating that I
need to change the file association and to go to my
computer, view, file types to change it.

If I select a shortcut from the desktop to run any
application - no problem arises.

How can i fix this.

I tried uninstalling and reinstalling the toolbar but it
makes no difference.
