Office 2000 & Windows Installer

Windows installer keeps popping up on my machine and
continuing to try to install something but it never
finishes. This started after updating a program called
WatchDog (http://www.sarna.net/watchdog/) that I've used
for almost a year. The developer of Watchdog claims that
it is an Office 2000 issue and recommended uninstalling
Office 2000 and re-installing it with the "run all from
CD" option. I did that and it didn't work. Windows
installer keeps popping up every time I re-boot or if I
exit Watchdog and start it back up again. I think it
might have something to do with Terminal Server as his FAQ
points to a Microsoft article:

When WatchDog runs for the first time, Office 2000/XP/2003
setup begins and causes WatchDog to crash

This is caused by the current user not having the required
permissions for Microsoft Office to complete its
installation, or Office trying to "Run on first use".

There are several possible ways to resolve this, you
should try each one in turn.

Give the user Windows Administrator priviliges to complete
the installation:

Change the current user to an administrator account in the
Users control panel.
Restart WatchDog for the first time. The Office 2000 setup
should complete and WatchDog setup should complete
afterward.
You can now reduce the user to a Power User or Limited
User in the Users control panel.

Completely uninstall Office 2000/XP/2003, then reinstall
with the "Complete" option. Make sure all components are
set to "Run From Disk". Some users reported problems only
after updating to Office 2000 SP2, so you may want to not
update.
