Office 2000 won't open

Well Office does finally open normally once I get past this
message: "The program associated with the selected template
cannot be started, or the program cannot use the selected
template."
I didn't created or select any templates in Word or Excel.
The XL start folder is empty and there is no alternate
start folder.
Once Office starts with a blank screen I can go to
file/open and select a file and it will open.
Any ideas how to stop this error message?
I uninstalled and re-installed Office 2000 Pro.
I'm using Win XP Pro with all the latest Microsoft updates.

Excel, Word, Access and Outlook won't
launch/start/execute/begin/open a file when it is selected
from the "OPEN office document" list.
