Office 2001 with Mac Manager on OSX Server

I have a situation where 1500 clients login to a Macintosh
Xserver running OSX 10.2.6 with Macintosh Manager V2.2.2

The Clients are running OS 9.2.2 and are using Microsoft
Office 2001.

Here's the problem
A user can create a file and save, but if that file is
edited and then the user tries to resave or overwrite the
previos copy they recieve this message

I have spoken with apple support and every option they
have given me I have already used, and every setting they
gave me has already been set.

Please advise
