Office 2003 Add-In: International ,Character Toolbar

I downloaded and installed the Office 2003 Add-In 'International
Character Toolbar' from
http://www.microsoft.com/downloads/details.aspx?FamilyID=d8e70fd2-39a4-4a01-8382-dfe35bcbac03

- great tool! According to the download site it should work with the
2003 versions of Word, Outlook, and Powerpoint. However, so far I see it
only in Word and PP.

Does anybody know how to use it in Outlook (without using Word as editor)?

I usually use http://allchars.zwolnet.com/ . Works in EVERYTHING.
