Office 2003 Add-In: International Character Toolbar

Hi, I've downloaded the International Character Toolbar and I am supposed to
be able to access this toolbar from Outlook 2003, PowerPoint 2003 and Word
2003, I can't get it to work for Outlook. I have no problems accessing the
toolbar in Word or Powerpoint. Any hints on what I need to do to get this in
Outlook?
