office 2003 and PDF forms

I am running office 2003. I need to create a PDF form from an existing document. I basically have a form that a group of people need to fill out and return. Rather than mail them out, it would be easier to create a form that they can fill out and mail back to me. Can this be done using office 2003?

To add to Rob's post
Adobe has an option/trial to create .pdf files
On the index page click on "create adobe pdf online"
You will need to set up a user name and password, etc... to access this trial.
