office 2003 and Roaming Profile Trouble

I installed office 2003 on a users machine that had a roaming profile, and the ruler in word wil not allow me to set it to inches. It says it is inches but shows centimeters. Is this a known bug? a workaround other than taking them off roaming which I did for now?
