Office 2003 - Configuration Failed logged in Event Viewer

Can someone please help? I am having a continuous problem
with Office 2003. I'll setup user profile #1 and the MSI
will start once I double click an office program. It only
does it the once and everything goes along fine. I then
try to setup user profile #2 and the MSI fails, and the
event viewer logs the following:

I'm told this can be a user-rights issue, but if so why
would it work for user profile #1 and then not for user
profile #2 even though they have the exact same user-
rights. Please HELP!!!
