Office 2003 Critical Updare 828041 Admin Install

When I attempt to apply the 828041 Critical Uptade MSP to
my Office 2003 pro admin share point it errors out saying
the MSP is not valid msp file. Has anyone been able to
apply this successfully?

The client update installed fine. The administrative
update is the one I am having an issue with. This is
also a Volume License version of Office 2003 Pro if that
makes any difference.
