Office 2003 Custom Install Not Picking Up OPS

After following the instructions in the ORK for creating a custom OPS &
MST, when we run the following command, the custom settings in the OPS
are not applied.

setup.exe TRANSFORMS="CustomOffice2003.MST" /qb-

The instructions for this process is not particularly complex. What is
preventing the OPS from being applied to a custom user install?? I've
searched the Internet for info on this, and have not been able to find
any solution.
