Office 2003. Excel goes thru install dialog(s) every start of app

Without any changes to Excel setup Excel has taken to going thru an install
process EVERY time I start the app. The existing Start menu item no longer
works, I have to start Excel using Excel.exe from Explorer. When I
double-click the file the App splash comes up and a Windows Installer dialog
opens and Microsoft Office 2003 Professional Install goes thru 4 iterations
of '... gathering information...'.

This is a Home Use Program that has been installed, unlocked and running for
two years or more. I also have a similar situation when opening Access 2003
databases containing forms thought the dialog indicates configuring ActiveX
objects and cannot get past looking for ActiveX Components Install.msi.

Help needed in the worst way.
