Office 2003 install with Transform and Profile fails

I am having a problem installing Office 2003 using a transform(MST) that has
a profile(OPS) in it. Both the transform and the profile were created using
the Office 2003 resource kit. The problem is that anytime I use the
transform that has the profile in it, an upgrade from Office XP fails. It
does not fail with the same transform without the profile.

The only thing Im doing in the profile is making a handfull of minor tweaks
like moving toolbars and turning off smart menus. I have reinstalled office
2003 on a clean machine to make the tweaks and recreate the MST and OPS
several times and it still fails with the profile every time. I will note
that Outlook is not installed for either version, this is the Office profile
not an outlook profile of some sort.

I can recreate this problem by installing Office XP on a clean machine,
running the programs and rebooting, then install Office 2003 with the
MST/OPS and it fails so its not just my imagination.


As near as I can tell this is where the verbose log shows it failing but I
still cant tell what the cause is. Can anyone help?

From this point the Rollback appear to begin to reverse the install and I
dont know how to fix it.
