office 2003 installation issues

I have recently installed office 2003 pro using a transform file built
through the custom installation wizard, where I set the option to "run all
from my computer" on all programs. The installation seemd to work fine, but
now each time I open Access it reinstalls the app. It doesn't do this for
any other app just Access.

Any ideas of how to fix this?

In my case it was a junked HKLM\Software\Microsoft\JET\4.0 registry key
caused by OFFCLN.EXE from the Office 2003 resource kit
