Office 2003 installs then immediately rolls back installation

I am trying to install Office 2003 on a new Windows XP machine. The
installation gets almost to the end, and then starts rolling back the
installation and removing backup files. The Microsoft Office 2003
Setup(0001)_Task(001).txt installation log looks normal up until this entry:

MSI (s) (78:D8) [12:45:40:926]: Invoking remote custom action. DLL:
C:\WINDOWS\Installer\MSIEA.tmp, Entrypoint: WriteRegistry2
WriteRegistry2: Error 0x80070103: failed to read action from custom action
data
MSI (s) (78:04) [12:45:40:942]: Executing op:
ActionStart(Name=RollbackRegistryOnUninstall,,)
Action 12:45:40: RollbackRegistryOnUninstall.

After the program completes the rollback, the error signature I am prompted
to send to Microsoft reads:

EventType:eek:ffice11setup P1:{90110409-6000-11d3-8cfe-0150048383c9}
P2:11.0.5614.0 P3:rollbackcleanup P4:0 P5:x P6:x P7:x

Has anybody else run into this? I've deleted the C:\Program Files\Office
Folder, and all references to Office in the Registry, and run CCleaner,
rebooted, then tried to reinstall with the same results. Suggestions?
