office 2003 it is archiving empty folders and not the older files

Hi
The workstation is connected to server with sbe 2003,outlook is using
exchange on server.Try to archive workstation to server but only gets empty
folder archived not the folder items

Can sameone please help

Maybe there aren't any items old enough to archive, so all that's being archived is the folder structure for later use.
