Office 2003 language setting

we use Office professional 2003, and I am keen to find out how I can make the
language settings default to only one language. Please note that I have
already tried doing this through the Microsoft Office 2003 Language Settings.
I want Word to default to only New Zealand english, and not any other
language like US or UK english
