office 2003 losing very high security macro setting + other setting

When selecting the option for very high security on macros in word and then coming out of the program and back in it is set to high not very high.
The same is happening for Save smart tags as XML properties in web pages under the SAve tab of the options.
Can anyone help me get these settings to stay?
